shipping failure

I'm new to eCart.
I get this error right away on this page; shipping_failure.php
"Shipping Quote Failed
We're sorry"

I searched these forums for - "Shipping Quote Failed" and all i got back was this post -
showthread.php?t=344&highlight=Shipping+Failed
It didn't give me much to go on...

Does anyone know why I am getting this error?
Where is a good place to start tracking it down?
How can I get a more detailed error page?
Is this a common problem?

Have you been able to add the shipping results to the page so you can view the reason for the error.

Go to the bindings tab on the failure page and drag the shipping error message and full request and full response. Looking at those values will allow you to debug the problem.

Now that I have shipping working I am now getting errors with the paypal part.
I am using website payment pro.
I have a user, pass and signature.
I have a sandbox account.
I actually had a few transaction go through OK.
I added server side validation with the validation toolkit and now I can't get a transaction to go through.
I get to this page: pp_checkout_failure.php
Shouldn't I be going to checkout_failure.php?
From the bindings tab I added - ecart - checkout- local checkout response to the pp_checkout_failure.php and I get no errors at all. I added all 13 variables to the page but I get nothing at all.
And point in the right direction would be great!

Make sure you have <?php session_start(); ?> on top of the page.... maybe that is the issue.

Try to view the "full request" and "full response" if it is blank, maybe you are using the wrong response. This is the failure page for the express checkout process. The the express checkout process has three steps, make sure you are adding the error during the "authorize" step if you get the failure page before seeing the paypal page.

My guess is you may have added the wrong response.

The part I'm trying to figure out...
I can't put my finger on why I am going to the pp_checkout_failure.php...
I'm not using the express form on the page.
Shouldn't I be directed to the checkout_failure.php page?
What file or where in the process is the logic that sends me to the pp_checkout_failure.php?

Do a search on the last page you see for that text. It usually is associated with express checkout in some way.

I've done a content search for pp_checkout_failure.php and can't find where it is being called from...
That's my question:
What file or where in the process is the logic that sends me to the pp_checkout_failure.php?

Thanks again for a point in the right direction.
I have had some transactions go through... something changed after I added the serverside validation. I can't put my finger on it so I am trying to follow the process through the steps.

What comes after form validation?
Does it first check UPS shipping then move on to a paypal credit card check?
