Shipping and Handling from Paypal.

Shipping and Handling from Paypal.

I am using eCart and want to add a charge based on the subtotal of the items being bought. This has been very easy to setup as a "Charge" with the ecart wizard. We want the charge to be labeled "Regulatory Compliance Charge". It was very easy to change the Shopping Cart to show that charge correctly. However PayPal labels this charge Shipping and handling on their transaction receipt. Is there a way to get this correctly labeled?
