Is there a way to have different user levels?

I currently have 2 roles defined ("admin", "staff") in my user table. Is there a way to give admin access to all pages, but limit the pages that staff can access?
I sew some old threads mentioning similar topics, but they mentioned a security choice in webassist that doesn't seem to be there any more.

The same technique is possible with the latest version of DataBridge. You just add the role to the saved session variables and then you can create rules based on the role values that you can use to limit access to particular pages.

I dont have DataBridge, just MySQLi Server Behaviors.
However, I found that I am able to use the session to redirect those with staff level access away from the admin section.
