Upgrade from Dreamweaver CC 2014 to CC 2015 and the data bindings menu items have disappeared.

They were add-ons in my creative cloud and I do not seem to be able to get them back no matter what I read on the WebAssist web pages. Firstly, I cannot get them back is this a Dreamweaver CC 2015 thing? Secondly I was going to buy the WebAssist "MySQLi server behaviours" package but as I have read some of the functions require server behaviours from adobe creative cloud installed to this correct?

Yes, the MySQLi extension does require server behaviors for much of the functionality.

It appears there are issues with the Dreamweaver CC 2015 release that Adobe is working on and will hopefully have resolved soon. See:
