To access the settings tab, you will need to use the Super Admin account that was set up for Cafe Commerce when you first signed up.

it sounds like you created another admin account, and are using that account instead of the super admin account. Only the super Admin has access to the settings tab.

I have the exact same problem, and I have no super admin account of which I'm aware. I need to access these settings immediately; please advise?

EDIT: Resolved
