Content Editor is not allowing HTML input?

Content Editor is not allowing HTML input?

Store Manager content editor does not allow me to edit the HTML when I click SOURCE.
Is this because of it being linked to a CSS template?

Editing the HTML doesn't work from this screen.

Nothing happens when you click inside the html source entry box.
It will not let you edit source code.

Could be an issue with IE 9, try using another browser like FireFox.
