Create customer account in checkout

Can you tell me how to have the customer account created even if the transaction is declined? I would like to have the customer still be logged in and the information saved even if the credit card is declined. Not the order information. But if the customer decides to go back and enter a new credit I don't want them to have to reenter all of their data.

You could store the form as a cookie or in the session so that they won't have to fill it in again if they go back.
