IE8--was working fine, now its not? XHTML Doctype 1 is selected

Hello, I had my menu working fine in IE8 after previously fixing it. Now as I have everything near done, when I checked my site in IE8, the menu is back to just text. I double checked my Doctype, which was my original error, and it is set as the correct doctype...anyone know what is going on?
Attached is the template and a couple of pages.
Menu is at news.php (every page but home page for now)

By looking at your source code for your web site it seems your calling the menu and then trying to declare a doctype.

Hi cldsk,

If you check my reply here toyour other post all is revealed.

The templates were causing a problem, have revised both templates and recreated the pages.

You shouldn't have a repeat of this problem if you look through or used the revised files!
