Can the FCK editor be configured?

Can the FCK editor be configured?

The FCK editor used to edit the content is (for some users) too powerful. Can the editing features be configured (e.g. remove color settings)?

Yes, those settings can be changed. The easiest way is with iRite. Just add or remove whichever tools you want to show up in the toolbar.
Otherwise you can change which tools show up in the default toolset in an fckeditor config file.
