Cart Empty after returning from PayPal on Checkout

I am trying to implement Paypal into the checkout of the shopping cart I am developing using Ecart. I ran the checkout wizard, which created all of the normal checkout and PayPal checkout pages.
After adding a product to my cart, and starting checkout, I select Use PayPal from the checkout page. It goes to PayPal OK and I can log into my PP account, but when it comes back to the pp_confirm.php page, the cart is empty and I get redirected back to the cart page.
I have verified it is going to the pp_confirm.php page.

Why is the cart empty afterwards??? Is it a session problem? It is acting like the session was destroyed and restarted. One other thing. Since I am testing, I do not have an active SSL certificate on the site I am currently developing this on.
