Unable to use UE

Hello+
I've installed UE & when I go to use it (insert-webassist-universal email) the universal email selection is not lit up & I cannot select it. It does not show up on my WA tab in DW8. I've uninstalled it and re-installed it and still cannot select it. I've deleted the WinFileCache.dat file, uninstalled & re-installed UE & still cannot select it. What is going on? Why can't I use UE? Any and all advice and/or guidance will be greatly appreciated.

Make sure you have your site definition setup properly:

Creating a dynamic site definition in Dreamweaver

Also make sure you have a saved PHP page open to insert UE into.
