Anyone have an idea why I would be receiving the following error message and what the fix might be?

80040b1a API Authorization failure. RateV3 is not a valid API name for this protocol. UspsCom:: DoAuth

Are you using the test servers? If so this may be the problem. The v3 rate lookup only supports live production server lookups and does not have a testing server for it. If you are using the testing servers then you should contact USPS and get the production server values from them.
