Paypal Postage Fees

I am trying to setup a website that has a standard $10 postage fee per item until the cart order is $100 or more in which case postage is free. Any ideas?

I think you can probably setup your shipping charges on PayPal to work with your requirements. When you login go to Profile > Selling Preferences > Shipping Calculations. In here you should be able to add a new shipping method and configure it to fit your needs.
