Tag Inspector - Behaviours

I would like to place a small explanation notice page over the top of an existing page

This notice can be closed when the notice has been read.

I believe this is carried out in the Tag Inspector - Behaviours.

Can I please be reminded of this method?

I don't think Dreamweaver has that built in. There are a lot of different options out there like lightbox and fancybox, but you can also do one with simple javascript and css. Here is an example you might be able to follow: https://www.w3schools.com/howto/howto_css_modals.asp
