IPN for refunds not working in Live mode

Ray, you may recall we ran through an IPN setup for our client's website, for refunds, which we tested, successfully, using the PayPal IPN Simulator.
Now that we've switched the website to Live credentials, this no longer works.

In the client's PayPal account we have IPN Notifications switched on, and the IPN URL correctly referenced (see screenshots).

PayPal Merchant Technical Support have been less than helpful in their response, stating that "You won't receive an IPN when issuing a refund to a customer, but you should receive one when receiving a refund."

Our understanding was that when a refund is processed in our client's PayPal account, that it would communicate with the IPN URL (page also attached) and update the database accordingly.

Hoping you can shed some light on this.

You can click on the "IPN history" link from paypal to see if the returns have been posted and note any errors.

I can't imagine why it wouldn't work unless you changed servers and didn't update the connection or have different database tables. The IPN history page will let you see the transactions, errors, and re-post to test the page. I really can't do that from here without FTP access and access to your paypal account.

Hi Ray.

We can't get this to work on any level. We haven't changed servers, nor have we changed database tables. FTP access and PayPal account details are detailed below.

I do need to point out that the client simply refuses to upgrade to Website Payments Pro on this project, despite my efforts to convince them of the benefits of doing so. Not only has this led to huge problems in having to re-code eCart to work with a standard PayPal Business account - we couldn't accept direct card payments so had to remove that as an option at checkout - but I fear that this may be behind several issues we've faced since, one of which being IPN.

I'm hoping I'm wrong on that, but you'll know better than I.

Hoping that you can sort this out for us as it hasn't worked since the Premium Support Ticket incident we did with you to get this completed - you'd got it running in test mode but not live - and I'm at a loss to understand what's happening now. I've detailed the IPN page on the client's website below also.

Make sure your IPN url is set correctly. If it has http:// instead of https:// or is missing www. then it wouldn't work.

It is definitely set to what you've listed there Ray.

Not that we can find this in the PayPal account any more because they've change the UI, again, and it's all over the place.
I'm set up as an additional user on the client's account, but I can find no trace of the IPN settings section however I know for a fact that this is the URL that's set.

This ipn page looks like it would work. The only thing I could think would cause an issue would be if it was set wrong. If you want to do a screen sharing session I can find the setting on paypal to confirm and do some testing.

Hi Ray. I'm just heading home, but can pop back down this evening if that's a possibility?
I've sent you the PayPal login details so I'm happy for you to check that but, as I say, I just couldn't find it when I'm logged in with those details and I fear it's because the client has set permissions on the account correctly.

Hi Ray. Apologies for not getting in touch with you yesterday. Events at home meant I didn't get back down to the office.

The PayPal login details are in a previous post above, but provided below again here.

I attach a screenshot from the client, taken yesterday, of the IPN settings page confirming that we have the correct URL.

This looks like a limited login for paypal. I can't access or view the IPN settings when I'm logged in with this information.
