CheckOut Wizard issues - Starting over?

I have had nothing but problems getting the UPS shipping and sales tax to work with eCart4. I have removed all the pages created with CheckOut Wizard and started the cart over no less than 20 times, probably more like 50 and nothing has worked. After reading forum threads for 4+ hours, I find nothing that helps. Viewing cart, I continue to get one low shipping rate only no matter how many items are added and no state specifically WA (that's Washington, not WebAssist!) sales tax charges. I'm using PayPal Standard and UPS. Some answers I did find here suggested going to "bindings" and sessions...apparently I have lost ALL the "Session" group in the bindings because all that is there is the cart and forms...no sessions. Please tell me how and what to delete to make a clean start with this cart before I begrudgingly regress back to (please no!) ZC!

Maybe it isn't updating the yourcartname.PHP file that is where the rules are given its in another folder ecart has created in you main directory on your computer.

Try going into Dreamweaver click on ecart and click the wagon which is the cart set up or find the cart setup when going to insert then ecart. From there you can create your own shipping rates by clicking shipping rates and if you see there is only 1 follow that rule and create a new one copy all the information just change the item amount from that amount to another amount it should say something like if items are < then but >= =amount of items in the cart.

Sales tax do the same thing just click sales tax in the cart setup and choose the set up.

Thanks so much for your quick reply. Sadly, that didn't work. So I think I just need to start all over again. Could it be because the Session category is missing from the Bindings tab? From what I read, I need to make changes or updates but there is nothing there to change. I just don't know how to start all over again, much as I hate to create all the product buttons again! It just seems to hold on to the info that was entered previously.

How Are the sales Tax and shipping rules configured?

Can you send screen shots of them?

Are testing all the way through to the confirm page? The sales tax and shipping rates will not be calculated until you fill in the checkout page and get to the conform page. They are based on information that is entered on the checkout page.

Yes, I am testing all the way through to PayPal. And while I'm at it, there's a screenshot of the missing "sessions" in the Bindings.
