Maybe it isn't updating the yourcartname.PHP file that is where the rules are given its in another folder ecart has created in you main directory on your computer.

Try going into Dreamweaver click on ecart and click the wagon which is the cart set up or find the cart setup when going to insert then ecart. From there you can create your own shipping rates by clicking shipping rates and if you see there is only 1 follow that rule and create a new one copy all the information just change the item amount from that amount to another amount it should say something like if items are < then but >= =amount of items in the cart.

Sales tax do the same thing just click sales tax in the cart setup and choose the set up.
