No Values for Some Countries International USPS Shipping charges

Hi,

We are having a couple issues with International shipping charges. I never noticed this until I found out that Guam didn't return a charge.

1. US Territories are treated as their own countries on the checkout page and don't return a shipping charge from USPS. Does USPS treat these as states rather than countries?

2. These are a list of countries not returning a shipping charge. Is this a result of USPS vs ISO country codes? How do I fix this?

3. What is the best way to set up flat rate shipping based on price and country? If this is accomplished using a shipping rule, would that mean having a shipping rules for US, Canada and every individual US Protectorate?

$0 - $4.99 = $2.42
$5.00 - $9.98 = $3.99
$9.99 - $19.96 = $6.25
$19.97 - $29.94 = $6.25
$29.95 and up = $12.95

US Protectorates - Guam, American Samoa, Marshall Islands, etc
$0 - $4.99 = $2.42
$5.00 - $9.98 = $3.99
$9.99 - $19.96 = $6.25
$19.97 - $29.94 = $6.25
$29.95 and up = $12.95

Canada
$0 - $4.99 = $3.75
$5.00 - $9.98 = $5.83
$9.99 - $19.96 = $6.83
$19.97 - $29.94 = $8.95
$29.95 and up = $10.95

Other Countries
$0 - $4.99 = $8.85
$5.00 - $9.98 = $13.65
$9.99 - $19.96 = $15.65
$19.97 - $29.94 = $17.65
$29.95 and up = $22.95

1) The following territories are considered Domestic: Puerto Rico, Guam, US Virgin Islands, Northern Mariana Islands, and American Samoa. There is no international country code for domestic mail.

2) State codes are listed here that includes these: https://pe.usps.com/text/pub28/28apb.htm

3) There are multiple ways to set up shipping like this. Sometimes when you have a large grid of options like you do it can be easier to write a custom function to return the correct shipping results using PHP and then save the result as a SESSION variable and then just refer to that SESSION value in your eCart rule.

Why do you think the other countries on the list are failing on checkout?

I'm thinking they just have the wrong country codes. Some are virgin islands or territories covered in the original post. Some have other issues. For instance England, Scotland, Wales, and N. Ireland are all considered part of the united kingdom and would use the same country code.

I'd have to address them individually to tell you what is wrong with any individual one, but I'm pretty sure it is something like that.
