No Values for Some Countries International USPS Shipping charges
Hi,
We are having a couple issues with International shipping charges. I never noticed this until I found out that Guam didn't return a charge.
1. US Territories are treated as their own countries on the checkout page and don't return a shipping charge from USPS. Does USPS treat these as states rather than countries?
2. These are a list of countries not returning a shipping charge. Is this a result of USPS vs ISO country codes? How do I fix this?

3. What is the best way to set up flat rate shipping based on price and country? If this is accomplished using a shipping rule, would that mean having a shipping rules for US, Canada and every individual US Protectorate?

$5.00 - $9.98 = $3.99
$9.99 - $19.96 = $6.25
$19.97 - $29.94 = $6.25
$29.95 and up = $12.95
US Protectorates - Guam, American Samoa, Marshall Islands, etc
$0 - $4.99 = $2.42
$5.00 - $9.98 = $3.99
$9.99 - $19.96 = $6.25
$19.97 - $29.94 = $6.25
$29.95 and up = $12.95
Canada
$0 - $4.99 = $3.75
$5.00 - $9.98 = $5.83
$9.99 - $19.96 = $6.83
$19.97 - $29.94 = $8.95
$29.95 and up = $10.95
Other Countries
$0 - $4.99 = $8.85
$5.00 - $9.98 = $13.65
$9.99 - $19.96 = $15.65
