Who is your host?

are they using an Exchange server for sending emails?

In the server behaviors panel, double click the Universal Email server behavior, click the To button to enter the advancxed to settings and set the wait time between emails to something greater.

It could also be that the person submitting the form is pressing the submit button multiple times.

does the form take a little while to submit?

see this tutorial for adding a progress bar:
http://www.webassist.com/tutorials/Add-a-Progress-Bar

and this one for preventing the form from being submitted multiple times:

This is a problem with the exchange server. when the traffic on the server gets too great, the server will start to send emails multiple times. the exchange server is getting overwhelmed with traffic, and this is causing the problem.

increasing the time between email may fix the problem, you may want to try an even larger increase to 4 or 10 seconds. but if this form is only sending to one recipient, it wont make much difference.

I will do so, but the Email/Form goes only to 3 Users.
one copy to the customer how fill out the form
one E-Mail to the responsible person and
one E-Mail to my as an Administrator

it's still the same problem, the exchange server is getting over whelmed with traffic. when the exchange server gets too many emails at one time, it starts sending multiple copies.

increasing the time between each email may help to prevent overwhelming the exchange server.
