Page link changes incorrectly

When I create a new page I am able to set it's name and link, for example "Gallery" and "/gallery". It saves correctly and is listed in the "Not Included in Navigation" list.

When I drag/drop it into the "Main Navigation" list, the link is automatically prefixed it's next sibling in the list, even if it is a top level item. For example, if the list were:

Home
Products
Gallery
Contact

When I drop Gallery between Products and Contact, it is automatically prefixed with "/contact". I've experimented with different drop locations in the list, and the behavior is consistent between Firefox and Chrome as well.

Expected behavior: Dropping "Gallery" between two other top level items should leave the link as "/gallery"

after changing the location, click the save changes button, when you click save changes it should set the link correctly. You have to click the save changes button anyway for the changes to take effect on the site.
