Page link changes incorrectly

When I create a new page I am able to set it's name and link, for example "Gallery" and "/gallery". It saves correctly and is listed in the "Not Included in Navigation" list.

When I drag/drop it into the "Main Navigation" list, the link is automatically prefixed it's next sibling in the list, even if it is a top level item. For example, if the list were:

Home
Products
Gallery
Contact

When I drop Gallery between Products and Contact, it is automatically prefixed with "/contact". I've experimented with different drop locations in the list, and the behavior is consistent between Firefox and Chrome as well.

Expected behavior: Dropping "Gallery" between two other top level items should leave the link as "/gallery"
