Center Images not allowed

I have the option to center images with other sites I use the HTML editor in. The ones that I have used the CMS solution allows it. However when I insert a editor itself into a page to do a update I cannot center the image. The button looks disabled. How can I re enable that button?

The center Justify button disables. I attached a image to show the button disabled on the current site and also attached one showing it working on another site.

The one with the lady I cannot click the justify center button, but the one with the flag I can. You can see the button is faded out when the image is selected in the editor.

The newer CKEditor 4 does not support setting the center alignment for image tags.

instead of selecting the image tag, place the cursor next to the image, then use the center alignment.

alignment is not applied to the image tag, it is applied to the div or p tag that the image tag is inside.
