CMS cannot be turned on and off after the site is created. the site is either created with CMS or created without CMS.
So, how do I access the site so that I can work with dynamic data? Binding, Server side behaviors etc?
In the help files it says I can do it manually. How?

The server behaviors are accessed through the server behaviors panel in Dreamweaver.
Go to Window -> Server Behaviors.
The servers behaviors list is populated on a page by page basis, you need to open a page in Dreamweaver, then the server behaviors window will show the server behaviors that are applied to that page to allow you to edit them.
Jason, when in the design mode all I see is the CMS icon on the page and am locked out from using any data base function. So, binding and other service are not available. All I am able to do is access the wrappers to change images but not the editable areas. So although I added a table in the CMS interface I can't see the table in the design mode, let alone bind the data to it. Help!!
you cannot add dynamic content to CMS content.
CMS Content will not show in Dreamweaver
The CMS content is static content that is stored inside the database, It will only be displayed at run time, it will not be displayed in Dreamweaver's design view.
If you wish to add a table with Dynamic content in it, you must add that table directly in Dreamweaver's design view, not through the CMS.
