PayPal transaction failing at final stage

Hi
Hoping you can help me again.

Everything works fine with no payment gateway.
I have used ECart to customise taxes and shipping.
As soon as I enter PayPal Express (with API details) (No test mode or sandbox) the transacation makes it as far as the pp_confirm.php then fails.
Cart goes to Checkout goes to Paypal and back to pp_confirm.php - then submit order takes it to pp_checkout_failure.php
I've uploaded the 'known issues' fix - makes no difference.
Any ideas

There's a test item under Accessories and any transactions will be refunded if you need to test it.

this will write the full request and full response to the page, we can use this info to troubleshoot the failure.

NOTE: The full request and full response will contain sensitive information that should be removed before posting here.
