PayPal transaction failing at final stage

Hi
Hoping you can help me again.

Everything works fine with no payment gateway.
I have used ECart to customise taxes and shipping.
As soon as I enter PayPal Express (with API details) (No test mode or sandbox) the transacation makes it as far as the pp_confirm.php then fails.
Cart goes to Checkout goes to Paypal and back to pp_confirm.php - then submit order takes it to pp_checkout_failure.php
I've uploaded the 'known issues' fix - makes no difference.
Any ideas

There's a test item under Accessories and any transactions will be refunded if you need to test it.
