Unfortunately, since this requires custom coding, I wouldn't be able to help you out on this.

Another way to accomplish something similar to this would be to keep the CMS page as it is. Then have a separate page that has a recordset that gets the latest specials update. You could display the current specials (using the cms code) and then have a button that would send the email. This wouldn't be automatic, as you'd have to go to the page and click the submit button to send the emails. You should familiarize yourself with setting up the Email behavior by looking at the Universal Email Support page:

Some of the Archived Documentation may be helpful too, even if it was written for a previous version of Universal Email.
