Installation of cURL

I have now installed the PowerStore3 to my local machine (testing server) and tried to run the PowerStore3 Wizard from my browser. I get a message that says :

cURL

cURL is not installed. Contact your hosting provider to have cURL installed. So I found it online and extracted it to the same folder as PowerStore3 giving it a folder of its own, I still get the message that says its not installed, does cURL need to be in the Windows or Windows/System32 directory to work? Step one cant continue without cURL, please continue to walk this newbie through the full installation process. I think I can handle getting it set up once its installed to my machine. Thanks
