International orders returning 0 for UPS shipping

Is it possible this code is only in newer versions? I'm not able to find anything similar to the code below (realizing that this uses ASP.VBscript version not PHP, I still couldn't find anything similar to this code). Is there a way to see what version was used to build the cart? I'm thinking this was done with an earlier version.

For the shipping there were the options of:

Next Day Air
2nd Day Air
Ground
Worldwide Express
Worldwide Expedited
Standard
3 Day Select
Next Day Air Saver
Next Day Air Early AM
Worldwide Express Plus
2nd Day Air AM
Express Saver

All of these returned 0's for international shipping.
