Tax Rate set- 2 more questions

After talking with my client we concluded that the tax rate will be set at 9.75. This is set and so far it works correctly in the test step.

Two more questions

Q1)
Why do I get the error message when I click on "Check out with PayPal" button in checkout page ?

Q2)
What this lorem ipsum text is for at the bottom of the confirm page? I mean what kind of message or text we can put instead of this lorem ipsum text?
