Chuck, Thanks for checking, but no.
I have talked to some very nice people, but nobody can ever answer the simple question of "do you support php?". I went in a big circle because the person who called me said that I would have to sign some disclosure agreement before I could get the developer manual. But then once I mentioned that I had already gone through that application a few weeks ago, she said that we didn't need to do that again and that she wasn't really the person who I needed to talk to. But she was going to find out for me if php was even a language that would work with the stamps.com api. She was going to call me today with an answer but so far I have not heard from her. I imagine she is having trouble getting the answer. She did tell me that she had never heard of php, so my guess is that nobody in her department knew the answer.

To be honest, stamps.com has a very nice web site and the two people who I have made contact with were very nice. And you seem to care. But I have so many other things to work on that it really doesn't benefit me at all to continue with this. I'm worried at this point that after all these weeks I will finally get the answer "no we don't support php".

Thanks for following up with me however.
