ftp upload problems

hello, i am trying to upload my cms2 files to my server and am prompted with this error>

error: access to users\xxxxxxx\desktop\tools\powercms\htmleditor\editor\css
behaviors\_notes\dwsync.xml denied

my step as instructed were....downloading cms3 and extracting them to a sub desktop folder and renaming it powercms and then after definging the extracted file as my root folder leaving the images folder blank in my site definitions in dreamweaver cs4 and testing my ftp connection which returned sucessfully i then attempted to upload the files to the server and recieved the error message. i then changed my entire public_html permissions to 777 and recieved the same error....also after reading similar post where another user posted a similar upload file access denial reguarding an dwsync.xml file and was suggested to ignore error messages during upload and continue..which i did, i then checked my site in the browser to begin wizard and recieved this message on my sites page instead of the follows>
