Paypal canada has always been supported... it just wasn't in the wizard. In eCart four you can do a find and replace for "USD" to "CAD" and it will update to work with canadian paypal.

The license for extensions, such as eCart, has not changed. This change is something specific to solutions.

Don't worry. The licenses for extensions is not changing.
