The quote that you posted is from our hosting roadmap, it is a gener guideline to choosing hosting. The part of this that is referring to greater control over settings is in reference to the previous section for free hosting.

It seems like the 1&1 Home might be a valid choice for the hosting, but to be sure you should contact them to ensure that you will have the create view privilege with that hosting package. Sometimes the way the hosting packages are listed it is not easily known if it is a dedicated or shared hosts and what level of control you are allowed.
