ssl certificate

Where is the best place to get an SSL Certificate for a small business? I'm trying to get it as cheap as I can per year.

(Using Powerstore 3)

I see that godaddy has the basic for small businesses for 12.99 a year

I'm using for hosting, and i think the ssl certificate is higher than that...

Also, I just read on my host that in order to have an SSL Certificate, I have to have a dedicated IP which is an extra 4.95 a month. Is this correct, or can I buy an SSL certificate through someone else and just install it for that domain without upgrading the IP?

There is already a shared ssl certificate on my host, but I've heard that this isn't the best way to go about securing your site. I'm just starting my business, and like I said before, I'm trying to spend less money than I have to because of the overhead I've already had to pay for.
