Maybe I'm talking the wrong area - so let me step through things.
When I log in to my admin area here: admin
It takes me to the Express Checkout area where I can view my transactions and run reports on orders.
I used to be able to go to the Transaction Administration area and then run a report of my sales.
At the bottom of this screen there is a checkbox option for "Check to Display Full CC#"
This always gave me a full CC# if I needed it to make a change/addition to a sale for a customer.
Now... when I check that box I don't get the full CC#s any more.
I used to - but not in the past month or so.
