My thought is that doesn't make sense.... there must be something else. Can I get a url to reproduce and ftp access? It is either failing to redirect in the first place, or the url is different.

Try adding this to the top of both pages:
<?php
ini_set("display_errors",1);
?>

A blank page usually means there was an error, but displaying errors is turned off. By turning them on it should give you something to go on. That would be my first step if I had FTP access and a URL to reproduce. Once you get the true error it would probably be a simple fix. My guess is blank space or code before the redirect on the first page causing the redirect to fail.
