HTTP Error Code 403 Forbidden?

I am trying to create a connection to an existing database using the WA wizard, I enter the host, username, pw and database name, the screen starts to think and then I get this error. This is on a 1 and 1 server with a db that's been working fine for years. I have another connection to this on another site that seems to be working just fine. Would it have to do with the site I'm trying to set up being a subdomain and the current working site being a normal domain? For example I am trying to set up the connection at and the current working connection is at
