PowerCMS quit working

I need to upgrade a store and move it to another server. When I went to test the site that powercms was not working. I got a blank page.
1. What procedure is best to move to new server?
Attempt to fix issues on existing server
Move site to new server, then upgrade, then test
or ? Details attached.
