CheckOut Wizard issues - Starting over?

I have had nothing but problems getting the UPS shipping and sales tax to work with eCart4. I have removed all the pages created with CheckOut Wizard and started the cart over no less than 20 times, probably more like 50 and nothing has worked. After reading forum threads for 4+ hours, I find nothing that helps. Viewing cart, I continue to get one low shipping rate only no matter how many items are added and no state specifically WA (that's Washington, not WebAssist!) sales tax charges. I'm using PayPal Standard and UPS. Some answers I did find here suggested going to "bindings" and sessions...apparently I have lost ALL the "Session" group in the bindings because all that is there is the cart and sessions. Please tell me how and what to delete to make a clean start with this cart before I begrudgingly regress back to (please no!) ZC!
