I am not able to reproduce so cant say why it is happening.

outside of recreating the config folder and reinstalling the only sugestion i have is to manully move the code into the right order.

move the cart is empty check:

$eCart1->cartAction = "RedirectIfEmpty";
}
?>

down the page to be just before the doctype. I will try to find steps to reproduce so we can fix it, but until then, manually moving the code is the only solution.
