Special characters Â showing up whenever the HTML editor is used.

Same issue - weird Â in the HTML field

The HTML editor is displaying Â. I viewed the ckeditor ticket, but was left scratching my head. I also tried turning on the BOM Signature in ckeditor.js, but I did not find any references to BOM.

I appreciate any help in this matter.
