Special characters  showing up whenever the HTML editor is used.

I'm having some issues with the HTML editor on a client's web site. She is not copying and pasting, because I know that can sometimes cause issues. Whenever there is a space, she is getting the character  showing up. How can this be eliminated?

I am also using the HTML editor to send emails, so this is really important to her organization.

I created a new content area called Jason-Test and added some content. If you look at the page, http://www.mimamn.org/jason-test.php, you will see that the special character is already there. Thanks.

Each time I click the Source button the HTML Editor in the admin area, it puts a new  symbol on the page. I've never seen this before.

Turns out this is a ckeditor bug:
http://dev.ckeditor.com/ticket/9732


i fixed it by turning on the BOM Signature in the webassist/ckeditor/ckeditor.js file.
