Issue with Checkout shipping and billing address going into Pay Pal incorrectly

Can anyone help me! I have an issue and no idea how to correct.

My website is www.thetotalcat.com. PayPal is my payment gateway.
Issue:

When a person is checking out using their pay pal account this problem does not happen, all is correct. This problem occurs only when the person is checking out thru paypal WITH a credit card and does not have a pay pal account AND the shipping address is different than the billing address.

The billing address displayed on the paypal window that you are to enter your credit card info is the shipping address that was entered in ecart, not the billing address. If I then manually correct this address and go to the next screen, the next screen shows the correct shipping address.

So pay pal is picking up the shipping address and putting it in the billing address when entering your credit card info.

This problem does not occur if the person is paypal thru a pay pal account. The shipping and billing address come in correctly.

How do I correct?
