Yeah I see what you mean. I already subscribe to the creative cloud out around £47/month. The way I see I feel about it is that it isnt that bad since version upgrades are free with the subscription price. Also even if Adobe does remove server behaviours completely from Dreamweaver I read somewhere that you can simple install a plugin that allows server behaviours to be included back in.
