Isn't the "Send preview to this mailing" Dialog Supposed Send Preview?

I've tried to send 3 test messages today. The first was around 3:35p EDT. Nothing came in. About a half hour later I made a duplicate and did another send. Still nothing. So, I deleted it and made another which went out at 5:05p. Better than 30 minutes later, the third attempt has yet to appear. Attached is what PM is showing me.
