eCart checkout page not validating correctly

Checkout wizard created a checkout page and confirm page, followed the video "Add server validation to your web forms". Followed the steps for the Billing Information and it worked fine, gave me notice where the required fields were left blank. Went back and did Shipping Information now if the Billing is filled out and the Shipping area is incomplete rather than a notice appearing as to where the required field is all the entries are lost both Billing and Shipping. As shown in the video I used Dreamweaver to add an additional value to each of the fields ( Initial Value). Could not find a similar problem . Please advise. John.
