Can't Change UPS Shipping Setting

This has been set up for a long time, but now it won't let me change the "3" value in the attached screencap. I've tried the basics, restarting, deleting the MacFileCache file and trying to make the change using both CS4 and CS5. The same thing happens. It will let me change the value. Then I will click ok and close the window. If you open the same file again, the value is still 3. Any ideas?
