Special Instruction Continued


I am having a problem with the special instruction area. It is not carrying the information on to the confirm page. I don't know when or why is began not working, but I have included the pages.

Also, the button to modify shipping information etc. is taking me to an expired page instead of the page with an empty form. The button code is <input type="button" value="Modify Info" class="ImpressionsInspiration2120px" onclick="history.back();return false;"/ id="Modify Information" style="font-size:small; " /> on the confirm page. How would I change this code to to either reflect the empty checkout page when the modify button is clicked?
