as for the discount, you can add a 10% discount on the discount tab.
Set the trigger to Number of unique items > 0
and the calculation to:
Based on cart subtotal "Times" "0.10"
the shipping rule i have works fine. ray helped me out with that. turns out that paypal had a base rate of $8.50 so when we changed the no_shipping value to 2 or 0 paypal would use their shipping rules instead and not even register the ecart 5 shipping rule. so all we did was clear the paypal shipping settings.
